Yes there is, but it is a 15mb connection split between 30-60 people, so don't be doing any torrenting or heavy downloading or it kills the internet for everyone else.

Hard to say if you will find any CS players at MegaFPS. You'll find more people playing ETWQ, DoTA, TrackMania, FlatOut, and BF2/2142. There is no game discrimination, but it will be a matter of preference.
